Red message at top of screen about new update available

I got the message the first time yesterday even though .3 was final in mid July. I am on almost daily. So I applied the update. Finding the update script to run is really hard. It should be in the readme, for instance. After updating I still have the red message, but clicking on update says I am up-to-date.

Outgoing mail is not working although one of the recipients claims to get it. I don't believe her. Before the upgrade which claims to fix something about email, if I sent the test email it said sent ok, but it never arrives. After the upgrade, I get a red message, Missing lang: test mail recipient: *, at the top of the test email screen. Filing it out again says ok, but it never arrives. What is this about?

I suspect the email problems are with the host as I am using the default both on my projectpier site and on Drupal site on the same host. Drupal has similar outgoing email failures.
